Raskolnikov Valiant Chronicle Location
Raskolnikov can be found at the very top and center of the Kuuvahki Experiment Design Bureau facility in Nod-Krai.
Due to the requirements needed to get to him in the first place, the easiest way to reach Raskolnikov from then on would be to take the teleport waypoint to the top left of the arena.
How to Unlock Rasklonikov Valiant Chronicle
Unlocking Raskolnikov as a Valiant Chronicle and Local Legend requires you to first complete the quest "The Shoemaker's Children Go Barefoot".
You can find the start of this quest south of the Kuuvahki Experiment Design Bureau facility. This can then be reached by taking a nearby elevator and approaching the crowd up top to trigger a cutscene.

The general idea of these teams is more important, which is to have plenty of On-Field and Off-Field elemental application in order to break through Raskolnikov's Multi-Shield defenses later on in the fight.

General Strategy
Bring Fast Attackers
Halfway into the fight, Raskolnikov will utilize his experimental multi-shield, which repairs itself rapidly and needs to be depleted thrice in order to stun him. He will not take any health damage while this shield is active.
Bring a team that has fast or frequent Elemental attacks in order to rapidly break through the shield.
Dodge Around Him
During his normal attack combos, he will perform a combo of up to 6 hits and chip or even land fatal hits on your units by then. Dodge around him as he performs these attacks in order to mitigate damage.
Raskolnikov Valiant Chronicle Objectives
Defeat Local Legend: Raskolnikov
This should be as straightforward as it gets. Defeating Raskolnikov allows you to achieve the first objective.
Destroy Raskolnikov's Experimental Multi-Shield.
At one point during the fight, Raskolnikov would summon a three layer shield called Experimental Multi-Shield
state which repairs itself.
Electro-Charged or Lunar-Charged teams are the best way to quickly destroy the shields but most reactions are still viable and can still bruteforce the shields.
Avoid getting hit by any of Raskolnikov's Electro attacks.
While Raskolnikov is in the Experimental Multi-Shield state, he will summon AoE Electro attacks that strike at your active character's feet.
In order to clear this objective, you must move out of the way of these AoE attacks during his Shield phase. Off-Field characters can help with maintaining chip damage to his shield as you weave around him during the fight.

The rewards for beating Raskolnikov as a Valiant Chronicle can be found by accessing the Valiant Chronicle Handbook at any Adventurer's Guild station.

How did you break his shield so easy with that national team (tartaglia, xiangling, bennet, and kazuha)? I tried except I had xinqui instead of tartaglia and i was doing absolutely nothing to that shield at world level 9 🫤. Tbf I did switch some artifacts on xiangling recently to improve her and haven't leveled them all to 20 yet so maybe that's my issue, but yeah my team did as much damage as a wet fart against his shield lol.
