Uninvited Guests is not locked behind any Quest or Commission, which means it's immediately included on the waitlist of the four dailies you can randomly get in each server reset!

You can unlock Uninvited Guests by choosing Liyue as your preferred Nation on your Adventurer Handbook. Simply select Commissions and choose Liyue from the list, and the selected Commissions should appear on the next Server Reset.
