After Act 3 of the Lantern Rite 2024 quest, Xiao, Charlotte, Gaming, and Yip Tak appear in the overworld. Talking to them will also trigger voiced dialogues, and they will not disappear upon teleporting away!
Note that characters will only appear after completing aforementioned act. Both the first and second quests will not have any characters appear in the overworld yet.

During the quest, Xiao mentions that you should meet up with him on the Pervases' Temple on the teleport waypoint west of Liyue Harbor. Sure enough, he'll be there waiting atop a cliff with a special cutscene!
This temple is notably fixed after the events of the Hereafter questline.

Gaming and his father, Yip Tak, can be seen talking to each other in front of the Xinyue Kiosk in the middle of Liyue Harbor.

Nearby Gaming and Yip Tak, you can find Qiqi and Yaoyao just on top of the Xinyue Kiosk by the overhanging bridge.

Shenhe and Ganyu can be found beside Chef Mao's restaurant on the east side of Liyue.

Xianyun and Keqing can be seen talking to each other upstairs of the Liyue Reputation Guild.

Charlotte can be seen in front of some umbrella and ornaments near the docks of Liyue Harbor, just nearby the Paper Shadows venue.

In front of the huge Menogias statue, you can find the human disguises of Mountain Shaper and Moon Carver.

Our favorite couple also makes a special return after the quest. Vlad and Navia can be seen in their usual spot in the docks of Liyue Harbor just on the other side of Mountain Shaper and Moon Carver.
Zhongli and Hu Tao appear in Qiaoying Village during the Hustle and Bustle quest and in between quest objectives, but they disappear after the quest is complete. This is also true for other surprise characters that appear in the quest!

I have this same problem; it might be that Qiqi is tied up in a different quest, because I have Baizhu's quest active but not completed

I don't know if this is a glitch or not, but I did Xianyun's (Cloud Retainer's) SQ after I finished Lantern Rite and all of the characters came back afterwards.
