No, it is best to turn off the Dynamic Character Resolution to improve game performance on any platform. There is an unnoticeable difference in turning it on, which you can only notice if you max zoomed the camera to a character.

It will only hinder the game's performance, especially for low-end PCs. For players playing on PS4 or PS, turning on Dynamic Character Resolution might seldom cause FPS drops in some graphics-heavy scenarios.
