To unlock When the Curtains Close quest, you will need to have completed all Acts of Parade of Providence, including the final Act, Gatherings and Partings.
Gatherings and Partings Quest Guide
Complete Act 1 of Parade of Providence until the Event's minigames unlock. The Quest will appear in your Quest Menu after you've completed Act 3 of the event quests.
A Parade of Providence Event Guide
Go to the Akademiya and find Kaveh, who will be standing to the left when facing the entrance.
If you talk to him, and tell him that Sachin may have met his father, the cutscene will continue between you and Kaveh until you complete the quest.
Completing all of the Interdarshan Championship quests and the quests with Dori can show this interaction. Kaveh will be alone when you approach him.
When the option comes up, choose to not tell Kaveh what you know about investigation with Sachin and his experiments. Doing this should unlock the interaction!
If you did not finish all of the side quests with Dori in A Parade of Providence, this interaction will be unlocked from the start. You will see Alhaitham and Kaveh right outside the Akademiya talking about the investigation on Sachin.
