Return to the Grand Narukami Shrine

Hand over the Tenryou Commission report and the letter to the Fatui to Yae Miko and Kujou Sara. After a short while, she will leave due to frustration from the truth of her clan. Follow Kujou Sara to the Tenryou Commission.

Talk to Kujou Sara

Talk to Kujou Sara in front of the Tenryou Commission's entrance. Afterwards, head deep into the Tenryou Commission.

Defeat the Tenryou Commission Guards

Once inside the Commission, guards will block your way. Defeat the Tenryou Commission and the reinforcement guards to push forward. Lastly, defeat the Internal Affairs Head, Takatsukasa Tokibeitetsu.

Talk to Kujou Takayuki

Afterwards, talk to Kujou Takayuki about his betrayal and his collusion with the Fatui. Takayuki will immediately admit to his act of treason, while Sara will flee the Commission after.
