Complete the Prerequisite Quest

To unlock Proof of Guilt, you must have first completed, The Servant's Path quest, the fourth part of Archon Quest Chapter 2: Act 3.

Proof of Guilt Walkthrough

Go to Chinju Forest

Go to Chinju Forest and talk to the helper that Yae Miko spoke of. Approach the toy tanuki, who will eventually transform into Sayu. Talk to Yae Miko about the next step of the plan, afterwards.

Go to Komore Teahouse

As per your conversation with Miko, head over to Komore Teahouse and talk to Thoma. Speed him and Ayaka up to things, and devise a plan on how to get the Tenryou Commission's reports from them. Eventually you'd all agree to use Yoimiya' firework by setting one up nearby the Omnipresent God's statue.

Go and Enlist Yoimiya's Help

Go to Hanamizaka and ask Yoimiya's help by asking her for a firework. Fortunately, she's just made a huge one which she's unable to test because of its size. Obtain the Supersized Firework from her, afterwards.

Go to the Designated Location

Set the clock to (00:00 - 5:00) then go to the designated location near the Tenryou Commission headquarters and talk to Sayu. She will tell you to rendezvous at the Komore Teahouse once she's gotten ahold of the documents.

Set off the Fireworks

Set off the fireworks nearby the Statue of the Omnipresent god, and flee the scene using the wind currents.

Glide your way out until you reach the Komore Teahouse. Be careful not to get caught by any of the guards and keep in mind the time, as you're allowed to reach the destination within a limited time.

Talk to Kamisato Ayaka

Receive the OFficial Tenryou Commission Document from Sayu and discuss with Ayaka what your next steps will be. In the meantime, head over to the Grand Narukami Shrine and deliver the documents to Yae Miko.
