Go to the Komore Teahouse

Genshin - Archon Quest Chapter 2 Act 1 - Three Wishes - Go to the Komore Teahouse
Head to the Komore Teahouse in Inazuma City. Kozue, the teahouse' assistant, will stop you from entering the establishment. Give her the Invitation Letter that Thoma gave you and enter the teahouse.

Head to the Statue of the Omnipresent God

Leave the Komore Teahouse and follow Thoma at the Statue of the Omnipresent God to learn more about the Vision Hunt Decree.
