You can get a free Kirara by creating least 60 figurines using the Figurine Fabricator with Starsail Coins in the limited-time event map, Simulanka, only in Version 4.8.
Note that this is only the amount of figurines you make, not that they have to be unique ones, so getting duplicates still lets you make progress!
