After unleashing Electro Spikes while in Phagocytic Form, the Scorpion will summon a Phagocytic Energy Block. The Energy Block will only be on the field for 6 seconds; destroy it with Electro or any other Elemental attack to obtain its power.
Electro requires only one hit to destroy the block, whereas other non-Electro elemental attack requires six hit.
Attack the Consecrated Scorpion with the Energy Block power you obtained after destroying the Phagocytic Energy Block to deal significant damage and temporarily paralyze the Consecrated Scorpion.
Consecrated Scorpions are lifeforms that changed because they ate a great being. They are capable of entering a powerful Phagocytic form and use Phagocytic Energy Blocks to attack enemies. To counter the energy blocks, Travelers need to use elemental attacks!
Consecrated Beasts Enemy Guide
From the name and the image of the enemy, the Consecrated Scorpion takes after the Scorpion creature that lives in the Deserts of Sumeru.
The beast will attack once you're in close range or if you wake it from its curled up form and it will drop meat once you defeat it!

So, that thing spawned right on me in Inazuma(!), looks like a bug to me.
