Sheikh Zubayr can be fought in an Open World Match, which means you have to go to the Grand Bazaar in Sumeru in order to find and talk to them.

NPC Location and Duel Guide for TCG
Dendro-based decks pack a punch, that's why Sheikh Zubayr is perhaps the hardest Duel in Sumeru that you would encounter. His deck revolves around Dendro-reactions, therefore Fischl should be your top priority.
Although it can be quite difficult taking her out before she can bring Oz out, it's needless to say that you should still prioritize her. You can also temporarily disable her by using Freeze decks, or swap her out using Overloaded or Swirl.
