Rudaba can be fought in an Open World Match, which means you have to go to Gandharva Ville in Sumeru in order to find and talk to them.

NPC Location and Duel Guide for TCG
Since Rudaba's deck is mostly comprised of Hilichurl Shooters, their Hide passive enables them to switch every end of each round, making it quite tricky taking them out.
However, you can directly counter this by setting up Overloaded reactions to force them out from hiding. You can also pair this Piercing attacks to efficiently weed them out, despite of their Hide passive.
