Kurisu can be fought in an Open World Match, which means you have to go to the International Trade Association in Ritou in Inazuma in order to find and talk to them.

Once you've leveled enough to ascend to Player Level 5, you can interact with Prince at Cat's Tail in Mondstadt to get your second Ascension Challenge.

Kurisu's deck is organized around Vaporize and Melt reactions, so taking out Yoimiya first will render him unable to apply Pyro. Fortunately, taking Yoimiya is easy, especially for Overload teams, which forces her out from being Standby.
