To unlock the Interlude Chapter Act 3, you need to complete Chapter 3 Act 5, Akasha Pulses, the Kalpa Flame Rises Archon Quest and Kazuha's Story Quest Act I.
You also need to complete the Sub Quest before this, The Night-Bird Falls at the Curtain's Call Archon Quest!
Chapter 3: Act 5 Archon Quest Guide
Make your way to Inazuma City and head to Amenoma Smithy.
Speak to Amenoma Togou about the Raiden Gokaden to learn more about the history of Inazuma and the Tatarasuna incident.
Head to the Yashiro Commission at the Kamisato Estate and go inside. Neither Ayato nor Ayaka are home, but you'll be able to speak to Furata in the courtyard.
Do so and learn what you can about more of Inazuma's history.
Your last stop will be Tatarasuna. Teleport there and try to look for clues. You'll eventually run into Xavier. Approach him, and a cutscene will occur.
If Xavier does not appear, he will most likely be busy in the World Quest "Tatara Tales". Complete this quest first, and Xavier will become available.
Converse with Xavier, and he'll relay to you all that he has learned after spending time in Tatarasuna.
Once the cutscenes conclude, so does the quest!
A Dance of Destruction is part of the Interlude Chapter Act 3 - Inversion of Genesis Archon Quest. It is the second part of a series of quests that culminate in the entirety of the story!
