HP/HP/HP is the way to go completely. You definitely do not want to have any mainstats other than HP. CRIT is not good in this case because you get way more milage for improving Nilou's Bloom DMG, since you can't gurantee Nilou WONT be doing bloom reactions with 2Hydro-2Dendro, or even 3 hydro-1dendro.
Nilou works weird so mostly bloom scales on hp, but also depends on Dendro em, bloom does not crit (for now hehe) but their is a certain point where having too much hp makes her a complete sub dps. I’d recommend that you run thing depeding on your weapon. Try to get ok crit rate and dmg but don’t base your build on it, from beta full bloom hp build did less then having a small amount of crit rate and dmg by a very small margin over time, I’d say Al least get 50/100 crit to dmg ratio and rest hp

I feel like she'd either be a polearm or catalyst user, but possibly a sword user.
She looks like catalyst wielder but I hope she'd be hydro polearm.
shes a 5* Hydro Sword arriving in 3.1 along with Cyno (5* Electro Polearm) and Candace / Kandake (4* Hydro Polearm)
