Approach the Notice Board and select "Watch the Second Half." Place each actor on the stage in the order shown above.

The fourth actor is actually Arnold, who will be highlighted when the fourth setting has been revealed. He won't be with the other four statues as he's on the west side of the drama theater, so take note!
