You can only get Alkahest from the Shadows Amidst Snowstorms Event Shop, along with various other items such as Weapon Enhancement Materials, Hero's Wit and Mystic Enhancement Ore.
You will need Snowstrider Emblem and Vanquisher Emblems obtained from Event challenges to redeem Alkahests!

Alkahest is used to refine the Cinnabar Spindle sword. You can get the sword by completing tasks in the ''Born of the Snow'' phase of the event.
Both Alkahest and the Cinnabar Spindle are event-exclusive items, and you won't be able to get them once the event is over.
