He is (essentially) confirmed to be a 4 star Anemo Male Catalyst user and seems to be a main DPS with some EM built into his kit. However, anything can change since it's still beta.

He's not a sword user, he's a Catalyst user, the thing on his waist is a jitte and its basically the japanese edo period equivalent of a modern Police Baton.

Heizou is a Anemo Catalyst, he has a jitte on his waist because he is designed partly from the Edo Period which the Japanese police wore jittes as a weapon to defend themselves Leakers confirmed he's the first male catalyst
