After unlocking the Serenitea Pot, talk to Katheryne at Mondstadt's Adventurer's Guild to start the fishing quest! Completing this quest will unlock the Fishing System and let you catch Fish.

| 1 | Mondstadt's Katheryne will tell you about a commission involving the Fishing Association and ask you to talk to Nantuck. |
| 2 |  Nantuck will be located by the water outside the walls of Mondstadt City, facing the Whispering Woods. |
| 3 |  Nantuck will ask you to meet at a fishing spot on Cider Lake. Here, he will give you Fishing Bait and the Wilderness Fishing Rod. Nantuck will also give you the Fruit Paste Bait Recipe for free! |
| 4 |  Nantuck will ask you to try Fishing! Follow the tutorial and catch a Medaka before talking to Nantuck again. |
| 5 |  Nantuck will then tell you about Ornamental Fish, which you can keep in your teapot as pets. He will ask you to go to Stormterror's Lair to catch an Ornamental Fish. You can also catch an Ornamental Fish in the first Fishing Spot that Nantuck has brought you to! |
| 6 |  Once you've caught an Ornamental Fish, go back and talk to Nantuck again to complete the fishing unlock quest! |

I think this will need to be updated to reflect that you require the Serenitea Pot reward from the AR 35+ quest A Teapot to Call Home to begin, so the lowest rank you can get this is at AR35.

This might need to get updated since i got the serenitea pot at AR30 and started this questline at AR33 but Im pretty sure i got it at AR30 aswell.
