This is a Daily Commission quest, which can be unlocked after reaching Adventure Rank 12.
How to Unlock Daily Commissions
Xudong, the leader of the Gourmet Supremos, seems to be troubled by a certain matter.

| 1 |  Talk to Xudong who is by the Adventurers' Guild post. |
| 2 |  Go to Wanmin Restaurant in Liyue Harbor and talk to Chef Mao. |
| 3 |  Give the Fowl and Jueyun Chili to either Chef Mao in Wanmin Restaurant or Xiangling in Qingce Village. |
| 4 |  Head back to Inazuma City and give the notes to Xudong to complete the Daily Commission. |

When Chef Mao asks you to bring him the ingredients, you can choose to not give it to him and instead give it to Xiangling in Qingce Village.
Doing this results in unlocking The Gourmet Supremos: The Importance of Eating Well World Quest and the Boom Shaka-Laka, More Boom-Shaka-Laka Achievement.

I finally got the commission but I went to Chef Mao and he gave me a dish. I went back to Xudong and I didn't know that I could also go see xiangling, and now she's gone and I have no notes. I can't find her. do I have to wait for the commission to open up again? I've been waiting for such a long time T_T
