Talk to Xudong who is by the Adventurers' Guild post.

Genshin - Breakthrough Thinking - Go to Wanmin Restaurant
Go to Wanmin Restaurant in Liyue Harbor and talk to Chef Mao.

Genshin - Breakthrough Thinking - Give the Jueyun Chili and Fowl to Chef Mao
Give the Fowl and Jueyun Chili to either Chef Mao in Wanmin Restaurant or Xiangling in Qingce Village.

Genshin - Breakthrough Thinking - Talk to Xudong 2
Head back to Inazuma City and give the notes to Xudong to complete the Daily Commission.
