This is the world quest that starts out the Contending Tides event, and you need to complete it to gain access to the daily challenges.
Reaching AR 20 is the only official requirement, but you also have to complete the Break the Sword Cemetery Seal world quest. If you haven't, Dr. Livingstone will only talk about the Seal quest and not Mountainous Summons, making you unable to start the event.
Break the Sword Cemetery Seal Quest
The hilichurls of Dadaupa Gorge have grown unusually active. The Adventurers' Guild scholar-adventurer, Dr. Livingstone, is currently investigating the Gorge. Perhaps you can lend her some help.

If Dr. Livingstone keeps talking about the nearby seal, you probably haven't completed the “Break the Sword Cemetery Seal” quest yet. Clear out the nearby Hilichurl tribes and break the seal to finally get access to the event.
