Windblumes and Snowflakes is a Festive Anecdotes event quest, only playable during the Windblume Festival event. The quest is unlocked during Festive Anecdotes: Act IV, which is only available after completing Ode to Flower and Cloud.
Windblume Festival Event Guide
Viktor seems to have run into a small issue during the Windblume Festival.

| 3 |  Go to Mondstadt's marketplace and talk to Blanche. |
| 4 |  Place Fowl on the plate in front of the Forest-Patrol Hound (black and white dog), then talk to Lily. |
| 5 |  Talk to Blanche again. |
| 6 |  Go to the nearby Flower Shop and talk to Flora. |
| 7 |  Go to Good Hunter and stand on the glowing marker let Lily cook pancakes. |
| 8 |  Go back inside the Cathedral and talk to Viktor to complete the quest. |

To let Lily play with the puppies, go to the side of the General Goods store and look for a plate on the ground. Interact with it and submit one serving of Fowl to complete the objective.
