    You need to talk to the last NPC of the 3 pre requisite quest to start this main guest. I had to go back and talk to the one haha

    To anyone confused about the location not being there make sure to talk to the little boy again and the location will spawn.

    So I had the same issue, check your journal make sure all three are totally completed, realized one of them wanted to chat again after the flight race. Good luck 👍
