He's Scaramouche and was featured in the 1.1 event. As to his popularity, there are probably many factors. Some may think his personality is intruiging, others may adore his fashion, others may like his VA, others may want to be collecting all the harbingers, some may be exited about a (potential) male catalyst. It depends on who you ask. In addition, he's been absent from the game for seven months, and since he is introduced as a vagrant from Inazuma, we'll likely see him there
