Sharp Arrowheads can be obtained from Lv.40+ ranged hilichurls. These enemies can be encountered in Daily Commissions that involve attacking them and their camps.

Large Camps
These camps don't have much structures. Only a few hilichurls can be found here. These areas have watchtowers and are often Daily Commission targets. Ranged hilichurls and samachurls can be found here. These village-like settlements contain a large amount of melee and ranged hilichurls.

You can also obtain Sharp Arrowheads from the various hilichurl camps across the map. Camps with watchtowers are ideal targets since they are often manned by ranged hilichurls, so it's recommended to scout out these locations before attacking.
