I think the difference is that Ayaka already has a secure kit, and that Escoffier boosts her power/rating by giving her another option to build a team around However, Skirk is RELIANT on Escoffier and Freeze teams for her kit to function securely. Without Escoffier, or due to something that prevents Freeze from being possible (like IT), Skirk very easily flounders Ayaka benefits from flexibility, while Skirk suffers from restrictiveness

On the contrary, I agree that Raiden is already weaker than many characters as the owner of c3, and the full team, so she needs either a buff or a rework to return to the SS list.

dual rating is dumb, tiers have always been based on max possible performance. otherwise you'd have to give everyone multiple ratings to every character. wouldn't have been hard to just put skirk as SS but note in her page that performance drops w/o escoffier
I disagree with Raiden C2 going to A. I happen to have one and it still kicks ass and shreds ennemies and mobs with ease, with easy requirements in team comp. Having an Electro DPS that cuts its way through electro resisting ennemies is an awesome skill. Still S to me

Skirk SS with escoffier is a great reason for why escoffier should be SS support
