How to Unlock Lightkeepers' Oath
Have a Playable Lightkeeper Character
The Lightkeepers' Oath world quest requires having at least one Lightkeeper character, like Flins, in your party to unlock it. This quest cannot be started without a Lightkeeper character.
Interact with Four Oath Lanterns
The Lightkeepers' Oath quest unlocks after interacting with four Oath Lanterns scattered around Nod-Krai with a Lightkeeper character. The Oath Lantern must be interacted with a Lightkeeper or the quest will not start.

Located at the island, northwest of the Final Night Cemetery. Take the moonlane at the shore, north of Final Night Cemetery to get to the island. |
Lightkeepers' Oath quest starts when you interact with four Oath Lanterns, of which four are located at Lempo Isle and another four at Paha Isle, with a total of eight around Nod-Krai.
You can choose any four Oath Lantern to interact with first, as you will interact with the other four during the quest.
Lightkeepers' Oath Walkthrough
Collect Lightkeepers' Oaths
Once you have interacted with at least one Oath Lantern, a short cutscene will occur, where a lost spirit tied to the lantern appears and asks to be rescued.
Then, you must go to the other Oath Lanterns that became visible on your map. There will be a short cutscene with other spirits in each lantern's location.
Nod-Krai Map Guide and How to Unlock
Talk to Flins
After interacting with the last Oath Lantern, go talk to Flins at the Final Night Cemetery. He explains that the spirits who appear when you interact with the lanterns are their former owners, who died trying to stop The Wild Hunt.
This would also explain why most of the Oath Lanterns are near Tideseal Stone puzzles. The quest will be completed after talking to Flins.

It's locked behind having a lightkeeper character, which right now means having Flins, but in the future will almost certainly include a 4-star, probably the lightkeeper that Varka and Flins mentioned in the 6.1 archon quest.
