You need to talk to the Weeping Phantom as Flins to trigger the quest. Using other characters will not trigger the quest.

Search for Adina's Resting Place

Genshin - The Lost Child

After talking to the weeping phantom, look for the group of headstones on the northern part of the cemetery, near the beach. Interact with the Khorin family grave to proceed the quest.

Talk to the Weeping Phantom

Genshin - Talk to the Weeping Phantom again

Go back to Adina and talk to her once more to bring her back to the grave and complete the quest!

I dont know where your looking but I found it by the beach near the layline, if you still haven't figured it out.
