How to Unlock Where the Moon Rises
Complete the Prerequisite Quest
Unlock Where the Moon Rises by completing Prelude - the Journey Home and Paralogism.
Go to Natlan
The beginning of Where the Moon Rises is located at the Stadium of the Sacred Flame, in the nation of Natlan. Teleport to the nearest waypoint by the northeastern path and approach Ineffa by the bridge.

Where the Moon Rises Walkthrough
Embark on a new journey
Wait until two days later by advancing the time around 7:00 - 12:00 to the day after tomorrow. Afterwards, meet up with Ineffa at the Stadium of the Sacred Flame in Natlan.
You'll be greeted with a cutscene where Mualani, Kachina, and Kinich bid the traveler farewell before they sail toward the nation of Nod-Krai.
Enter Nasha Town
Disembark at Nasha Town and approach the path leading toward the town's entrance. As Ineffa mentions the town’s Adventurer’s Guild, Paimon notices a Seelie-like creature drifting through the streets called a Kuuhenki. Follow the Kuuhenki deeper into town until it stops in front of a Common Chest, which you can then open.
Familiarize Yourself with Nasha Town
Meet Ineffa once more on top of the Rossum Workshop. Here, she relays the history of Nod-Krai, the calamity that befell it, and its current political state. Afterwards, she points you toward The Flagship, which will serve as your accommodations within the town.
Enter The Flagship
Make your way to The Flagship with Ineffa, southwest of Rossum Workshop. Inside, speak to the bartender and inquire on Varka's whereabouts. He explains that Varka is away on an excursion in Amsvartnir and won’t be returning soon.
In the meantime, head to your guest room on the eastern side of the bar to rest. Afterward, you’ll encounter the peculiar Ratnik of Nod-Krai, Flins. Once the scene ends, step outside and begin exploring the town on your own.
Leave the Flagship
After leaving The Flagship, head northwest to a canopy where two women are distributing food to the townsfolk. One of them introduces herself as Lauma, a Moonchanter of the Frostmoon Scions, and offers the Traveler a fresh plate of food.
Before long, two Fatui members arrive at the stall, demanding their share. Though Lauma obliges, she warns them before turning them away. With the brief tension resolved, Paimon takes the Traveler on a short tour of Nasha Town.
Tour Nasha Town
From here, you can choose your next stop in Nasha Town: the Adventurer’s Guild, located beside the northern waypoint, or the Curious Shop, southeast of The Flagship. At the Guild, you’ll encounter the Fatui Harbinger known as The Marionette, while the shop reunites you with Dori!
Afterwards, head northeast from the Adventurer's Guild and meet up with Ineffa after she'd collected everything Aino asked for. Leave Nasha Town with her and begin your trek toward the Clink-Clank Krumkake Craftshop.
Use Kuuvahki to Aid the Trapped Finch
On the path out of town, Paimon spots a finch trapped inside a large flower bud. Ineffa advises using the Kuuvhaki to free it, leaving the task to you. Pick up the nearby Kuuvhaki Dewdrop, aim at the flower, and throw to release the bird. Once it’s safely out, continue along the road toward the Craftshop.
Go to the Clink-Clank Krumkake Craftshop
Approach the Craftshop entrance to trigger a cutscene where Ineffa is joyfully reunited with her creator, Aino. During the exchange, the traveler asks about the possibility of their spaceship being discovered by Aino, though this turns up no leads.
Once the conversation ends, continue your journey by leaving the workshop and setting your course for Hiisi Island. As a reward, Aino will join your roster as a free character afterward!
Go to the Frostmoon Enclave
Head to the shoals at the western edge of Clink-Clank Krumkake Craftshop. Approach the blue flower field along the shoreline to trigger a cutscene where the traveler and Paimon encounter an elegant-looking Kuuhenki, which vanishes shortly after.
From there, continue onward toward the Frostmoon Enclave’s Statue of the New Moon, where you’ll find Lauma surrounded by a gathering of animals she seems to converse with. Follow her into the Frostmoon Enclave afterwards.
Go to Lauma's Library
Meet Lauma at her Library, located atop the ruins northeast of Frostmoon Enclave. There, she begins recounting the origins of the Frostmoon Scions, but her tale is interrupted by a woman seeking help for her sick child.
Head down to the ground floor of the Library to find the child resting on a bed, and watch as Lauma uses her powers to heal her.
Have Dinner With the Frostmoon Scions
Join Lauma at the enclave’s dining area and share a meal with the other Scions. The gathering is soon interrupted by the same Fatui members you encountered in Nasha Town, this time arriving with hostile intent.
Defeat them in battle, then proceed to the Statue of Kuutar located northwest of the island, where you’ll meet Lauma once more to continue your discussion about the Scions and the sacred relic they safeguard.
