Reach Business Level 15 in the Whirling Waltz Event
You must reach Business Level 15 in the Whirling Waltz Event to unlock A Wish For Smooth Sailing quest. You can upgrade your Business Level by upgrading the facilities in the Chevalmarin Film Fantasyland and completing the Friendly Encounters.

Complete the The Price of Every Price Quest
You need to also complete Act 3 of the Whirling Waltz, The Price of Every Price, to unlock A Wish For Smooth Sailing.
