Complete the A Series of Twists and Turns Quest
You must complete Act 2 of the Whirling Waltz event quest, A Series of Twists and Turns, to unlock The Price of Every Price quest!

The Price of Every Price Walkthrough
Wait until the morning of the day after tomorrow
Go to the Paimon and adjust the in-game clock to 8:00 of the day after tomorrow. You can also wait for the in-game time to flow naturally if you have other things to do.
Go to the area near the Palais Mermonia
Meet up with Neuvillette, Wriothesley, and Kinich outside of the Palais Mermonia.
Head to the target location
Go to the Chevalmarin Film Fantasyland. A cutscene will start when you arrive at the location.
Return with Kinich
Return to the Chevalmarin Film Fantasyland and talk to Charlotte to end the quest.
