Complete the Prerequisites
The minimum requirements for both the An Overnight Fantasyland quest and the Whirling Waltz Event are reaching Adventure Rank 20, unlocking any Statue of Seven in Fontaine, and completing The Song of the Dragon and Freedom Quest.

An Overnight Fantasyland is the first quest of the Whirling Waltz Event!
An Overnight Fantasyland Walkthrough
Go to the newsstand in the Court of Fontaine
From the southern Teleport Waypoint at the Court of Fontaine, go left. You will find the newsstand after going down the stairs.
Take a stroll outside the city with Kinich
Go to the Chevalmarin Film Fantasyland. You will find the event area below the Marcotte Station.
Go to the Palais Mermonia
Teleport to the Palais Mermonia. You will find Ororon and Ifa outside the entrance.
Enter the Palais Mermonia to check on the situation
You will find Cacucu at the office of Neuvillette. To find the office of the Iudex, keep going straight and turn right before you reach the stairs.
Tell Ororon and Ifa about what's going on
Go outside the Palais Mermonia. You will find Ororon and Ifa in the same spot.
