Path to the Flaming Peaks is unlocked after completing The Way Into the Mountain quest found in Natlan.
The Way Into the Mountain Quest Guide
Finish Any of the Two Quest Options
The Way Into the Mountain has two optional objectives which will unlock additional quests: A Brief History of Rocks and Investigator of Ancient Ruins.
You just need to finish one of the two quest options to complete The Way Into the Mountain and unlock Path to the Flaming Peaks. You can still unlock and do the other quest you didn't pick later on, so feel free to go with either of the options for now!

As of release Date of the 5.5, it also seems to be possible to bypass the required quests by simply climbing up far enough near the Fatui camp with I.e. Kinich and Mavuika and leaping onto he floating Islands from there. You can unlock the Way point, trigger the dialogue and the quest "Path to the Flaming Peaks" is unlocked with the Sub quest "Nahuatzin's Leap". I'm unsure if this is intended or an oversight but it's possible, albeit clearly unintended
