There are 16 characters in the Anecdote Chronicles that can be found anywhere in the seven regions of Teyvat. However, they will spawn randomly and there is a daily limit of five characters you can visit per day.
A total of 35 Anecdotes can be obtained by visiting each of them, others can be encountered multiple times. They can be found in different locations or at the same location, but they will give you a different dialogue.
Visit More Than Five Characters if You Miss a Day
There are more than five characters that will spawn on your map if you miss visiting all of them the day prior. So, you can actually get more Anecdotes when you miss visiting them.

There are hidden Natlan characters that give Anecdotes, which won't appear on the map and in the Anecdote page. They can be found after interacting with specific items or NPCs.
For example, after interacting with the Alchemy Table in Natlan, it will spawn Ifa and Iansan nearby, and talking to Katheryne in Natlan also spawns Xilonen nearby.

Lynette Anecdote Location
Lynette is seen in the sewers of Fleuve Cendre, in the underground area of the Court of Fontaine. She can be seen fixing a sparring bot.

Part of the Traveler's Tales: Anthology Chapter
Anecdote Chronicles is part of the Traveler's Tales Event, where you can locate all the characters you need to visit during the event and read their individual anecdotes they left you. In Version 5.4, the event's Anthology Chapter released, and the Gilded Chapter in Version 5.7.

There were 19 characters in the Anecdote Chronicles that can be found either in Mondstadt, Liyue, or Inazuma. A total of 45 Anecdotes was obtainable during the Version 5.4 Anthology Chapter event.
