Eugenie can be fought in an Open World Match, which means you have to go to Court of Fontaine in Fontaine in order to find and talk to them.

How to Beat Eugenie in Genius Invokation
Use AoE Attacks
Use decks that can deal damage even to standby characters like Swirl, Superconduct, and Piercing decks. Try to take out the Eremite Sunfrost as soon as you can before he can use his Elemental Burst that deals 6 damage.

If you're going to rely on Elemental Reactions to deal damage to Eugenie's standby characters, you'd want to have Katheryne in play or Impetuous Winds in your hand so you can switch instantly after applying an element.
The combination of Fresh Wind of Freedom and Gambler's Earrings allows you to receive Omni dices and take another turn after defeating an enemy. This is best used with Wanderer as he can trigger Swirl on a standby character, potentially dealing damage to the entire enemy team twice in one turn.
