In my opinion, a full rotation is what decides how powerful a team/character is. A full rotation for me is how much damage a team can do in 20 seconds (roughly Main DPS burst interval). My Raiden team does around 150-200k damage (with crit) and over 500-700k per rotation with Yelan, Benett and Jean (all no 5star weapon). My 1/3 built Navia can do around 300k damage per rotation with Xinqui, Zhongli and Xianling. Therefore, I think Navia is really strong; maybe even the best Geo DPS so far.
