To unlock City of Freedom, you must complete the Going Upon the Breeze quest first! The Going Upon the Breeze is the fifth part in The Outlander Who Caught the Wind Archon Quest!

City of Freedom Walkthrough

Talk to Amber

Amber will officially welcome you to Mondstadt City once you arrive. Go to the Mondstadt Plaza to receive Amber's gift before she takes you to the Knights of Favonius' Headquarters.

Head to the City's High Grounds

Proceed to the city's high grounds, or the Mondstadt Plaza, to collect your reward for assisting Amber in clearing out the enemy camp. Amber can be found directly in front of the Anemo Archon's Statue.

Glide towards the Fountain Plaza

After receiving the Wind Glider that Amber gave, carefully practice riding the wind! Meet Amber and ride the Wind Glider to the fountain plaza near the city entrance.
