Sandstorms are irregular weather conditions found only in the Desert of Hadramaveth. This geographical phenomenon restricts the vision of those who find themselves in it and blocks certain paths
Sumeru Map and Unlock Guide
You can clear the Sandstorms through using the Jinni in the Magic Bottle Liloupar gadget and using them on Jinn Shrines. You can get the gadget from The Dirge of Bilqis and its ability to remove or summon a sandstorm in Dune-Entombed Fecundity: Part III.
As of Version 3.4, there is currently no way to remove the desert tornado in the middle of the Desert of Hadramaveth.

Sandstorms are exclusive to the Sumeru Desert expansion, Desert of Hadramaveth, which features the massive desert tornado located at its center!
