Sulaykha can be fought in an Open World Match, which means you have to go to the Grand Bazaar in Sumeru in order to find and talk to them.

NPC Location and Duel Guide for TCG
At first glance, it may be more worth it to bring down Maguu Kenki because of his elemental summons, but Xiangling should be your top priority since she can apply Pyro pretty efficiently which could be Swirled by Jean and Maguu Kenki.
In addition, you don't want this to happen, since Maguu Kenki also summons a Cryo summon which could lead to a bigger damage because of Melt. Also, Xiangling has the lowest burst meter among the three, and can unleash her burst quicker.
