To unlock the Sumeru Commissions, you need to complete the Adventure Takes Courage! World Quest. You also need to be Adventure Rank 35 or above. During the quest, you only need to talk to Katheryne to complete it!

To get the Daily Commission unlock quest, you need to complete Chapter 3: Act 2 - The Morn a Thousand Roses Bring Archon Quest first.

After completing the Archon Quest, wait for the next server reset (04:00), then talk to Katheryne in Sumeru City.
