In terms in damage, maybe. Though Ayaka’s damage output overall is still insane and has much to offer other than just damage and it mostly depends on situation.

I feel Eula should be tier S. Ganyu's pretty much in her own tier due to how op and consistent she is. Her comp choices are wide, can deal absurd amounts of damage, and fullfill roles outside of just being a main dps. Also she's much easier to use and perform combos with. Maybe the list will change as time goes (new potential teams and maybe buffs & nerfs) but one thing's for sure: Ganyu is just overall the best. But every character can be op.
Finally you changed the BiS artifacts to the Strayer. Now, ya gotta change the weapon too kinda bs to put Crit Rate weaps on a Strayer freeze Ayaka. Blackcliff LS is better or if not go for the Amenoma Kageuchi for F2P

C1 looks very QoL, for a spammy ayaka, you'll shave off maybe 3 seconds off her E but thats not necessary to her kit. Still good tho, nice pull

Fr. As well, if you're using Mistplitter which is her BiS weap she's never gonna get full stacks
If you say that about Eula with 20k + each swing, then you have some problems to understand how Eula works, moreover with her Burst, which deals the most massive dmg in the game. C1 Eula is SS for sure.
Why doesn't Keqing have high CRIT DMG as a strength? Ayaka and Keqing legit have the same amount of CRIT DMG tf
