Watchers were meant only to stand in silence, keeping vigil at the Pillar Hall of the World located in the Temple of Space. The two Watchers were created by the Ruler of Space, Asmoday, one of the Four Shades of the Heavenly Principles.
Nihilita meant Nothingness, while Melanta meant Melancholy. In the Unofficial Chronicle of the Desert Pavilion quest, Istoria said that Asmoday lacked the ability to empathize and named her creations after the 'two things she is least able to deal with.'

According to the Archive entry of Watcher: Fallen Vigil boss enemy, Nihilita chose to open its eye after 'enduring countless aeons of nescience' or ignorance. This was considered an 'unforgivable sin' as it defied the will of its creator.
Nihilita was then cast out of the Temple of Space and into Teyvat, 'trapped within a stagnant interstice of time.' The exile eventually led Nihilita to approaching the Traveler and Zeitlind at the beginning of the Long Day in the Mountains quest.

Nihilita can be fought as an open-world Field Boss known as the Watcher: Fallen Vigil. It is located inside a crater north of Dornman Port, in Mondstadt.
Watcher: Fallen Vigil Boss Guide

Sometime after Nihilita fell, Melanta grew increasingly severe with the rules and reverted any changes that happened within the Temple of Space.
As the humans living in the Temple of Space naturally began creating and innovating due to the infinite time in their hands, Melanta started punishing them in different ways, such as turning them into statues of sand, into ink blots, or trapping them in paper.

At the end of The Final Judgment quest, Melanta admitted that they had also broken the rules and triggered their own self-destruction. They disappeared after finishing the conversation with Zeitlind and the Traveler.
In their last conversation, Melanta admitted to being jealous of Nihilita and humanity's freedom, wondering why their creator left and abandoned them, and hating everyone despite wanting to keep living.
