Evil Eyes of Blightseep are harmful entities that attack players found in Nod-Krai. They are purple floating eyes and their attacks are indicated by a line connecting them and the player.
Nod-Krai Map Guide and How to Unlock
Players will need to absorb a Super Sharp Spirebloom's fruit to fight against an Evil Eye. When aiming the lightblade, you will need to shoot when the shield flashes. This indicates the perfect timing to launch a counterattack against an Evil Eye.
Alternatively, you can simply defend yourself against the Evil Eye's attacks using the Spirebloom's shield.

I just don't really understand the point of all these things. Its like, when there is only one way to defeat an enemy that has literally nothing to do with your actual skills you feel like its a pointless waste of time to even do when you could just go re-farm chests elsewhere. I have yet to find any mechanic that doesn't have to be done a single one way. Actual game puzzles should have multiple solutions based on character abilities, play style, etc. But this is just another drop gate.
