Valley Orchid demands for both speed and high DMG output. Yelan's Elemental Skill will prove useful not just for dealing DMG and defeating the required number of opponents but also for traversing swiftly.
As for DMG output, Yelan's Elemental Burst is her crowning glory, with its DMG reliant on the HP stat apart from CRIT Rate and CRIT DMG. Both phases of the challenge will involve heavy usage of all of Yelan's capabilities.

The best weapon to equip on Yelan is her signature bow, Aqua Simulacra, which provides immense CRIT DMG and is heavily optimized for her gameplay. However, you can lean towards Energy Recharge with Elegy for the End or DMG via Max HP with Silvershower Heartstrings.
As for 4-str weapons, you may want to equip her with the Sacrificial Bow to keep her Elemental Skill up, especially if you don't have her at C1. This way, you can keep using it to quickly reach the end of Phase 1. Favonius Warbow is an overall great F2P option.

The 4-piece Emblem of Severed Fate artifact set is the best option for Yelan's challenge.
This will provide her with ample Energy Recharge to keep her Elemental Burst accessible while increasing its overall DMG.

To maximize Yelan's DMG capabilities, be sure to pump her full of HP as all of her DMG is dependent on it. Aim for a Max HP above 30,000. If you can reach that via HP substats, you can opt to give her Energy Recharge in her Sands.
Go for Hydro DMG Bonus for her Goblet, but if you have no viable Artifiacts of this stat, you can go for HP%. Since Yelan will be acting alone in this challenge, give her CRIT Rate or CRIT DMG in her Circlet to deal with enemies effectively.
Valley Orchid Strategy
Time Elemental Skill Usage in Phase 1
Your tasks in Phase 1 of Valley Orchid look simple enough: Collect 23 Anemo particles, destroy 30 targets, and eliminate 13 enemies. However, you only have exactly 1 minute to do all of this.
The key to completing this challenge is to know when to use your Elemental Skill. Using it too early can render it inaccessible for when you need it, such as when defeating enemies.
Instead, use it when you're about to run into enemies. That way, you can entangle them while moving forward and collecting the Anemo particles!
Aim at the Center Balloon
To get rid of the targets quickly, be sure to aim at the center balloon. Yelan's Charged Attack hits in an AoE, so doing so will destroy the surrounding balloons!
Prioritize the Regisvine Cores in Phase 2
After completing the first phase, you'll need to defeat a Pyro Regisvine to complete the challenge. Unlike its normal behavior in the overworld, this Pyro Regisvine will immediately regenerate its core after the first one is destroyed.
The first core will always appear on the corolla. Take your time shooting it down, then destroy the core that will appear on the roots. Use your Elemental Burst if you have to to quickly take down the root core, then wail on the Regisvine.
Use the surrounding Pyro Slimes to generate elemental orbs and recharge your Burst.
