AcTuAlly, Yelan and Citlali are both better than Shenhe in terms of overall team DPS, BUT the difference is not that big. You can just use whoever is easier for you, the damage will be crazy anyway.

yeah the community is strange they are acting like one other charecter in the game needs any support
pretty much every single dps In the game needs either a support or a weapon (most dps charecters) mavuika also needs citlali/xilonen,pretty much every plunge dps needs xianyun and most pyro and hydro charecters need citlali while most hydro and cryo charecters need escoffier..... This isn't like skirk is the only one who needs a character and what is the issue with investing in just one 5 star character bcz most people pull for premium supports for their dps's anyway

first team the Citlali one 100% and use the calamity of eshu on skirk if you have it (40 % normal atk damage bonus and 16% rate at r5 when Sheilded)
absolutely use the first team. even though xilonen c2 is a great buff, it won’t even remotely make up for the dps loss skirk and escoffier suffer when paired with anything other than hydro and cryo teammates. citlali will help trigger freeze for void rifts and increase furina’s dmg, definitely a better pick for a skirk team. :)

Who should I fill Shenhe's slot with? I don't have her or Citlali.
if you have calamity of eshu then citlali other wise the shenhe one is the best cz that is her premium team
