If you are lucky enough to have an opening hand with multiple Basic Pokemon, you can choose to either start with Eevee or one of its other partners in the deck.
When going first, it would be a good idea to start with your Charmander or Gible, rather than Eevee, because you would then be able to evolve and attack ahead of your opponent.
With an opening hand with little draw options, going second with Eevee can allow you to use Collect to draw a card and help you out of a bind.
Going second with Eevee is not always too disadvantageous when you can use Collect to draw a card. This single card draw could spell the difference between recovering from a bad start and losing the match completely.

You can craft Eevee by spending 35 Pack Points! Keep in mind that pack points are accumulated separately by expansion, so open booster packs from a specific pack to get pack points for Eevee for that pack!
