Winds Beneath the Tower of Silence is located in the harbor of Dornman Port. You will see an NPC named Odolf sitting alongside other people.

Winds Beneath the Tower of Silence world quest is not locked behind any other quest and is automatically unlocked upon reaching Dornman Port!
Dornman Port Map Guide and How to Unlock

Once you have talked to Odolf, head to the Old Lighthouse to meet up with him. He will tell you why the alarms are being activated and that Winslow has locked up the entrance.
Odolf will tell you that there is another route to go underground.

Since Winslow has locked down the main entrance, Odolf will lead you to another entrance to the underground area.
Use the waypoint west of Dornman Port and glide down to the harbor side until you see an entrance. Follow the path, and you will encounter Winslow.
You can disable the alarm by using the nearby crate and pushing it to block the flow of wind. Go to the left side of the crate and push it towards the hole to completely block the airflow.

Once you have opened the path, follow its trail, and you will eventually find yourself further underground. Continue your investigation, and you will eventually encounter several Slimes.
The first wave will consist of 4 Hydro Slimes, followed by 2 Large Electro Slimes.
Go to the location of the alarm, and from its left side, you will see a destructible rock that is concealing the crate to block the flow of wind. Destroy it, and the crate will automatically slide down to block the wind and open the path.
Along the way, you will encounter a gate that cannot be opened. Use the Anemogranum to create an upcurrent and gain altitude, then pass through the gate.
It's best to gather the left and right Anemogranum with the center being last to ensure that you have enough altitude to glide over it.

Following the path, it will be revealed that the source of the wind is an Eye of the Storm. Defeat it to progress through the story.

Talk to Odolf and Winslow once again at the base of the Old Lighthouse. After a brief dialogue, the quest should be completed!
