Skyward AtlasKlee selfishly wants to have more CRIT Rate, CRIT DMG, and ATK by virtue of being the lone unit usable for this Echo challenge.
However, she is built similarly to her Overworld counterpart, but with less emphasis on Elemental Mastery and more emphasis on Personal DMG.

Klee can make use of nearly any Catalyst that provides buffs to CRIT, ATK, or Elemental DMG Bonus. Lost Prayer to the Sacred Winds fulfills the more important buffs, and is considered her best option.
Tome of the Eternal Flow is a solid second choice due to its buffs specifically for her Charged Attack. As an F2P option, Mappa Mare is your best choice if you do not have access to The Widsith.

4-pc. Crimson Witch of Flames is greatly valued by Klee primarily due to its 30% total Pyro DMG Bonus given, which greatly improve Klee's personal damage even without the presence of Elemental Reactions.
However, it is also worth noting that you can go without a set bonus so long as your ATK and CRIT stats will suffice for the challenge.

Focus on taking Klee's CRIT stats high while having ATK at a decent amount. As a baseline, look for 2,000 ATK or more, 70% ~ 80% CRIT Rate, and 150% CRIT DMG or more.
Elemental Mastery is welcome, but should not be a high priority, with around 50 to 100 EM being a solid addition.

Defeat All Enemies
Scenario Overview
The objective is to defeat 13 enemies without letting the Bouncy Castle get destroyed. You will need to keep them away from the Bouncy Castle, as it will periodically charge up and aid you in battle.
Klee DMG Rotation

| Elemental Burst → Elemental Skill → Normal Attack Until 3 Boom Badges → Charged Attack |
Klee's combo is not set in stone due to the availability of your Elemental Burst and Skill. Simply look around Klee's character for the Boom Badges floating. Once three of them are present on Klee, use your Charged Attack.
One thing to note is that if you are able to posture break and stun an opponent with Klee's Charged Attack, you can continuously weave Charged Attacks in to keep them stunlocked.
Aggro Enemies Away From the Bouncy Castle
When the enemies get close to the Bouncy Castle, it will stop charging and begin defending itself, significantly reducing your overall DMG output, as the Bouncy Castle's Attack mode is responsible for a good chunk of damage.
Either walk up to the enemies to draw attention, stun them with your Charged Attack, or defeat them to keep them away from the Bouncy Castle.
