Iansan is at the eastern waypoint for optional talk and varesa is near chasca
Just to add from earlier comment. You'll have to do it again but there'll be text pop up saying xxx (color) is completed when you finish painting each color.
If the quest won't progress after you've paitned all colors, just teleport somewhere else and teleport back. This works for me.
