Team Rocket Grunt can remove Energy of your opponent's Active Pokemon, making it a card that you could consider including if you have extra space in your deck.
The cards works similarly to Misty where the amount of Energy that you remove is equal to the amount of winning flips that you make until you flip tails.
If you're lucky, you can completely remove all Energy from your opponent's Active Pokemon. At the same time, there is a chance that you might not remove any Energy at all if you immediately lose the coin flip.
It is still a card that is worth considering, especially if you are running it in a Beedrill ex deck.

If your opponent will complete their setup by the next turn, you can use Team Rocket Grunt to delay them by a turn. Even if only one Energy discarded, this will still give you an extra turn to pull more game-saving strategies.
The early game is also a good time to use Team Rocket Grunt. Early game is often the most vital period for setting up, so if you could delay your opponent's setup, it might pull you ahead of the game and let you gain an advantage first.
If you already have an advantage on the field, or if there are still other supporter cards you can use, it is better to save Team Rocket Grunt for when you have no other options. A well-timed Team Rocket Grunt may be the difference between a crushing defeat and a clutch victory!
